Sounds like he may be using too much choke.... I have a buddy who was choking his 99 DynaGlide by the book, and he started having similar problems. When he pulled the plug, it was waaaay fouled. The Harley mechs didn't tell him this, but some riders did: don't OVER choke it; just enough to get it started, then let her run up to temp. THEN take off around the corner.
That's the other thing. I may be a little extra cautious, but I'd guess that anyone who is taking off, and THEN pushing in the choke probably hasn't let the engine warm up enough. Heck, there's only one cylinder,a nd it's sharing oil with the tranny.... why not baby it abit?!
